Resolution
Case 1: Computer is on a Safe Mode
The error code 646 actually means that your driver was not loaded because your system is on a Safe Mode. If your PC is on a Safe Mode, then you need to go back to a normal mode and download manually your Windows update into your PC. The following are some simple steps in resolving the issue:
o Firewall needs to be disabled. If you are running McAfee Personal Firewall Plus, Norton Internet Security, F-Secure Internet Security or another vendor security, go to the respective Web site and proceed to the Help and support site.

4. In your Notepad, click Save As on the File menu.
5. In Save as type list, click on All Files.
6. In the File name window, type in: register.bat.
7. Save the file Register.bat to your desktop.
8. Right-click on the Register.bat file, and then hit Run as the administrator. If you get a prompt for an admin password or for a confirmation, then provide your password or click Continue.
9. Try to install updates again.
