Case 1: Computer is on a Safe Mode

The error code 646 actually means that your driver was not loaded because your system is on a Safe Mode. If your PC is on a Safe Mode, then you need to go back to a normal mode and download manually your Windows update into your PC. The following are some simple steps in resolving the issue:

4. In your Notepad, click Save As on the File menu.

5. In Save as type list, click on All Files.

6. In the File name window, type in: register.bat.

7. Save the file Register.bat to your desktop.

8. Right-click on the Register.bat file, and then hit Run as the administrator. If you get a prompt for an admin password or for a confirmation, then provide your password or click Continue.

9. Try to install updates again.
